Most “fax apps” resell someone else’s network, lock HIPAA behind an enterprise plan, and punish you when volume goes up. WestFax is an FCC-licensed carrier. We own the pipes, sign a BAA on every plan, and answer the phone in the United States.
Independent roundups keep giving niche trophies to apps that look pretty until you send a 100-page chart, need a BAA, or call support. We ranked the market the way a healthcare or enterprise buyer actually has to: delivery, compliance, cost at scale, and whether anyone owns the network.
#1 · Best overall
WestFax
Best for reliable delivery, healthcare, and anyone who is tired of fax apps
WestFax is the only provider on this list that is an FCC-licensed carrier operating its own TDM fax network. AI routing picks the path most likely to complete, and HIPAA and a signed BAA ship on Solo. Forbes Advisor already called out the delivery engine. They undersold the rest of it.
WestFax Comprehend™
AI classifies inbound faxes with FHIR document types, extracts patient and provider fields, and routes them into the EHR. Apps on this list send a PDF. We turn it into data.
Low sticker price and a polished mobile UI. HIPAA and the BAA sit on Enterprise. Overage jumps to 5–7¢. API access is gated. Fine for 200 hobby faxes. A liability for a clinic.
The name everyone remembers from 2004. Promo pricing expires, page allotments are stingy, HIPAA is a higher-tier add, and support has a reputation. You are paying for a logo.
Scroll sideways on a phone. The first column stays put. Green means they actually do the thing — not “available on Enterprise if you ask nicely.”

*eFax advertises $5 for the first month, then $18.99. Pricing and feature gates for other providers are from public plan pages as of August 2026 and can change. WestFax Solo is $14.99/month for 500 pages with a signed BAA.
The field
Why the others fall short
A roundup that hands every vendor a participation trophy is not a comparison. Here is what actually happens when you try to run a practice, a hospital, or a high-volume workflow on each of these.
WestFax
Best overallReliable delivery · Healthcare · Enterprise
WestFax has done one thing since 1999: fax. We are a privately held, American-owned FCC-licensed carrier. The software you use — portal, email-to-fax, print driver, mobile, API, MFP, EHR, Orchestrate, Comprehend — rides our own TDM backbone, not a rented gateway. That is why 100-page records actually arrive, and why completion rates lead the industry.
HIPAA is not an upsell. Every plan, including Solo at $14.99/month, runs in a HIPAA-secure environment and includes a signed Business Associate Agreement. HITRUST r2, SOC 2 Type II, PCI DSS, TX-RAMP, GLBA, FERPA, and CJIS sit on top of that. Overage is 3¢ (2.5¢ on Team Plus), aligned with your plan, not a penalty for having a busy month.
Fax.Plus wins roundups for “cheap and simple.” The $8.99 plan is 200 pages. HIPAA compliance and a BAA are reserved for Enterprise. API access follows the same pattern. Overage is 5–7¢ per page, so the second you scale past the toy tier you are paying a penalty WestFax does not charge.
If your workload is occasional, non-clinical faxing, a pretty app is fine. If you are a covered entity, “HIPAA on the highest plan” is not a product. It is a trap.
eFax still buys the ads. What you get is a first-month teaser, then $18.99 for 170 pages in and 170 out on Plus — less faxing than WestFax Solo, for more money, without a BAA. HIPAA lives on Protect and Corporate. There is no real API. Published SLA is 99.5%. Customers have been loud about support for years.
Name recognition is not a completion rate. Healthcare organizations that switch to WestFax usually cite cost, failed faxes, and the inability to reach a human.
Documo is what happens when a review site scores “user-friendliness” as if it were transport. The portal looks current. Pricing starts at $25 per user, e-signatures are an add-on, and one seat per signup on lower tiers is a non-starter for a clinic. Consumer-sentiment breakdowns have flagged reliability — outages and failed sends — which is the one dimension that actually matters.
RingCentral is a UCaaS company. Fax is a line item. $27.99 to start, global numbers, and a pile of office-suite integrations are the pitch. If you already live in RingCentral and send a handful of international faxes, stay. If fax is the job — healthcare volume, MFPs, EHR, completion — you do not want your carrier to think of fax as a feature toggle.
Concord Technologies
Real healthcare tooling, sticker shock included
Concord is one of the few names here that takes healthcare workflows seriously: classify the inbound document, route it, extract the fields. The floor is around $950. WestFax Comprehend covers intelligent document processing on the same network that already delivers the fax, without asking a community hospital to fund a second enterprise stack.
SRFax
Email-to-fax, and not much else
Address a fax as number@srfax and it goes. HIPAA healthcare plans exist. Unlimited users on one account is a genuine plus. The portal feels dated, low tiers are stingy on pages, and there is no serious routing, EHR, or MFP story. Email-to-fax is table stakes on WestFax — not the whole product.
Sfax
$37/month to draw on a PDF
HIPAA on every plan and unlimited users are the right checkboxes. Starting at $37 for annotation tools is not a value story. If you need stamps and signature boxes, fine. If you need delivery, an API, and a carrier, you are overpaying for a drawing layer.
iFax
A shared inbox is not a network
Collaborative review and scheduled sends help a team. Cost per fax is higher than several peers, EHR/MFP depth is missing, and you are still on a reseller. WestFax Orchestrate is the workflow layer for people who have already solved transport.
HumbleFax
Unlimited — and unusable for healthcare
$10 unlimited looks unbeatable until you read the compliance line: not HIPAA. If you are faxing pizza specials, enjoy. If you are faxing PHI, this is not a competitor. It is a non-starter.
MyFax
Mobile consumer fax
Cover pages and a phone app for $12. No HIPAA, no API, no enterprise anything. A personal tool, not a business fax service. WestFax’s mobile app sits on the same compliant network as the rest of the platform.

WestFax vs. Fax.Plus and eFax
Two dedicated matchup pages are live. Everyone else is covered in the table and reviews above.
WestFax. It is an FCC-licensed carrier that owns its TDM fax network, includes HIPAA compliance and a signed BAA on every plan, and offers API, EHR, and MFP integrations, with full support on Enterprise.
On comparable HIPAA plans, yes. WestFax Solo is $14.99/month for 500 pages with a signed BAA. eFax’s $5 first month becomes $18.99, and HIPAA sits on Protect/Corporate. Fax.Plus looks cheap at $8.99 until you need a BAA — then you are on Enterprise — and overage is 5–7¢ versus WestFax’s 3¢.
WestFax is HIPAA compliant with a signed BAA on every plan, including Solo. Concord, SRFax, and Sfax market HIPAA plans. Fax.Plus and eFax typically reserve a BAA for higher-priced tiers. HumbleFax and MyFax are not HIPAA compliant — do not put PHI there.
Yes. WestFax is an FCC-licensed carrier operating the largest TDM fax network in the U.S. Most online fax apps resell capacity. Owning the transport is a large part of why our completion rates lead on large healthcare documents.
Yes. Port your current fax number to WestFax, or pick up a new local or toll-free number in minutes. Porting is a one-time $20 fee on Solo and Team; Enterprise includes bulk porting discounts.
