The short version

Documo is a well-built product: a thoughtfully designed portal, capable IDP, and clear investment in healthcare. Whether it's ready for the enterprise end of the market — large health systems, payers, organizations running volume through legacy infrastructure — is a separate question, and our read is not quite yet.

Three things stand out.

Reliability history. A single carrier failure took Documo's core fax services down across three business days in 2023, and a single cloud provider's issue affected outbound faxing again in 2026.

Contractual commitment. Documo's publicly posted agreement commits to 99.8% availability for core fax components. WestFax Enterprise commits to 99.999%.

On-premise execution layer. Replacing a fax server means the routing rules, watched folders, directory sync and result files around it all have to keep working. We found no documented equivalent to the Cloud Fax Toolkit or Orchestrate in Documo's platform.

The evidence for each is below.

Reliability

What happened, day by day

On Monday, July 24, 2023 at 12:34 p.m. PDT, Documo began reporting fax failures. By that evening it had identified the cause: an extended interruption in core fax services stemming from an outage at an upstream telecommunications partner.

Tuesday, July 25. Still down. Customers were told to expect restoration Wednesday morning and asked not to resend faxes.

Wednesday, July 26. Still down. Forty-six hours in, Documo posted that the service level was not acceptable and that the team was exploring other options to restore inbound and outbound faxing. That afternoon, engineers were working through the night on a contingency solution.

Thursday, July 27 at 1:47 a.m. PDT. Core fax services restored — roughly 61 hours after the first report.

Three consecutive business days. A separate issue affecting some inbound numbers appeared within hours of restoration, backlogged outbound traffic continued for several days, and the incident was not marked resolved until July 31.

To their credit, Documo communicated openly throughout and said plainly that the service level wasn't acceptable. We'd say the same in their position.

Why three business days matters in healthcare

Referrals, orders, authorizations, results and transfer records move by fax every day. When that channel is interrupted for most of a working week:

  • Referrals can stop moving. The clock on a patient's condition keeps running, and a delay may mean they don't reach a specialist inside the window where a condition is most treatable.
  • Prior authorizations can stall. A patient waits, not for a clinical reason, but because the paperwork authorizing treatment is sitting in a queue that isn't moving.
  • Results and transfer records can arrive late. A result that might have informed a treatment decision Monday reaches the ordering physician Thursday instead, and a patient transferring to skilled nursing can arrive ahead of their medication list.

Most of the time the consequence is a patient who waits longer than they should have. Occasionally it can be more than that — which is why the fax layer in a hospital is worth evaluating like infrastructure rather than like software.

Documo's own research puts the figure at 88% of healthcare professionals reporting that fax-related delays affect patient care. We agree, and it's the right standard to hold every vendor to, ourselves included.

The record since

Carriers fail. That's a given in this business, and enterprise fax architecture is supposed to be designed around it. Documo's updates during the 2023 incident describe the team developing secondary options while the outage was still underway.

Documo's status page also records roughly 20 hours of outbound fax delays on December 11, 2025, and roughly six hours on June 29, 2026 that Documo attributed to an issue affecting Google Cloud.

We can't evaluate Documo's architecture from the outside, and it may well have changed since 2023. What we'd suggest is asking them directly: what carries traffic when a primary provider fails today?

How WestFax answers that question

Our transport network maintains redundant carrier paths, direct carrier interconnects, geographic redundancy, and both TDM and SIP transport. We operate as a carrier-grade wholesale network rather than relying on someone else's.

Sitting on top of it is a proprietary AI routing engine that predicts the path most likely to complete for each destination — which carrier, which transport, what transmission speed — and reroutes automatically when a route degrades. It's trained on years of our own transmission-result data across more than a billion pages sent.

What the service levels actually commit to

Documo markets 99.9% platform uptime. Section 21 of its Subscription Agreement sets a more specific commitment: 99.8% availability for core fax components — the drivers, rendering engines, email gateway and API services needed to send and receive — in any 30-day period, with dial-timing targets of 99.5% within five minutes and 99.8% within fifteen.

Over 30 days, 99.8% permits about 86 minutes of unavailability. WestFax Enterprise commits to 99.999% — about 26 seconds over the same period — backed by redundant carrier paths, geographic redundancy and automatic rerouting.

That comparison uses Documo's public agreement, which is the only version we can read. Enterprise customers may well be offered different terms, and the only SLA that matters is the one in front of you. Worth asking of any vendor, us included: does the marketed figure match the contracted one, how is uptime measured, do partial degradations and delivery backlogs count, are upstream carrier and cloud failures excluded, and is there a defined service credit?

The enterprise layer

This is the difference that decides most large migrations, and it has nothing to do with the portal.

Consider a health system running OpenText RightFax on-premise. Years of accumulated routing rules. Watched folders and scripted jobs. An Active Directory-driven user list. MFP fleets. Applications expecting result files back in a specific format. Departmental queues staff live in all day.

Moving the faxing itself is well-understood work. The surrounding machinery is the project.

Cloud Fax Toolkit

Cloud Fax Toolkit is a Windows service installed inside your environment, bridging the WestFax cloud and systems that still run locally. It handles automatic printing of inbound faxes to designated MFPs, routing into systems such as OnBase, delivery to hot folders and network locations, and connections to local applications.

CFT supports Active Directory synchronization, mapping users and groups to WestFax accounts, numbers, permissions and roles — which also enables an SSO-aware print driver. For outbound work it supports watched-folder and drop-folder processing: internal applications generate structured fax jobs — FCL jobs from Epic, FMI jobs from NextGen — drop them in a monitored folder, and CFT parses the job, maps the information and submits it through the network.

Functionally, CFT occupies the role that etherFAX ERIS, Concord FaxConnect, eFax Router, and certain integration and routing functions within RightFax play.

Orchestrate

Orchestrate extends CFT into a complete enterprise fax workflow platform — for organizations that need everything CFT does plus the document and team workflow experience RightFax and FaxUtil users expect: shared fax workflows, deep folder structures, team collaboration, notes, document organization and granular permissions. It adds AI-assisted extraction, summarization, tagging, classification and content-based routing inside that on-premise-integrated environment.

In an Epic and OnBase hospital, that means:

  • Patient context. Epic FHIR patient and practitioner search with interactive linking, so identity is resolved and persisted rather than re-keyed.
  • Metadata and page splitting. Multiple index formats, keyword mapping, page-level split output, and configurable review policies for zero-patient or multiple-patient packets.
  • Structured delivery. Image and index output written for customer-validated OnBase Document Import Processor profiles.
  • Recoverable work. Tasks carry prerequisites, state, retries, suspension and administrator rerun — transient failures recover automatically, unresolved ones become visible work rather than silent loss.
  • Content-aware routing. Permissioned folder trees with configurable route, save and notification actions, so content and patient context determine the destination instead of which DID the fax landed on.
  • Audit evidence. Indexed audit persistence across 70 event types, ten Audit Trail Explorer scenarios, per-message history and CSV export.

Orchestrate doesn't replace Epic or OnBase. It manages the work between a delivered fax and usable hospital information, which in most large systems is where the labor actually sits. For scale: a UCSF time-and-motion study measured roughly 12 minutes of coordinator work on the intake portion of a faxed referral, and UCSF's Center for Digital Health Innovation reports that process running across 13 EHR screens against roughly 180,000 faxed referrals a year, with EHR-integrated referral automation delivering efficiency improvements exceeding 40%. Those are third-party results, not WestFax customer outcomes.

Why these products look the way they do

Features at this resolution aren't roadmap guesses. Nobody builds Epic FCL job parsing on a hunch, or NT1 result-file generation, or review policies for packets that resolve to zero patients or more than one, unless a customer with a real environment asked for exactly that. That comes from two decades working alongside large health systems, payers and healthcare organizations.

Where Documo sits

Documo offers prebuilt integrations with a growing set of ambulatory EHR and practice-management platforms, plus APIs for custom work and a Fax Machine Connector that keeps an analog machine working over the internet. That list keeps expanding, and for the systems it covers those integrations work well.

What we could not find is a comparable general-purpose on-premise integration and execution layer. That's a different kind of capability than a connector list, and it's the one a RightFax-style migration depends on — the connector count doesn't change the answer. For a cloud-native organization it may not matter at all. For a hospital with real on-premise infrastructure, it's most of the work.

Intelligent document processing

WestFax Comprehend is our cloud-based IDP and fax workflow platform — AI-powered classification, data extraction, intelligent routing and tagging, with team sharing and workflow. It's built for cloud-first deployments where inbound documents need to be interpreted and delivered into an EHR or document management platform we already integrate with.

Documo's IDP occupies the same space and does it well. Cloud-only, prebuilt connectors, minimal infrastructure requirements. If a cloud IDP checklist is your evaluation, the two are genuinely comparable and we wouldn't ask anyone to choose between us on that basis alone.

The difference isn't the classification engine. It's what happens when a cloud-only product meets an environment that isn't cloud-only.

Fax is harder than it looks

Deliverability isn't a fixed property of a network. It moves — sometimes sharply — depending on who you're sending to and what you're sending.

The receiving end is usually the problem, and it's the part no vendor controls. A fifteen-year-old fax machine on a worn copper line. An ATA behind a consumer VoIP connection that drops packets under load. A T.38 gateway that negotiates badly. A device that can't hold a connection long enough for a 90-page record. Fine-mode documents, heavy halftones, international destinations, numbers quietly disconnected for a year.

What separates networks is what happens next. Whether there's a second carrier path to try. Whether the system falls back from SIP to TDM for a destination that never completes over IP. Whether it steps the baud rate down instead of failing. Whether error correction gets renegotiated rather than abandoned. Whether the platform has seen that destination before and already knows which route completes.

That last one can't be bought or built quickly. It accumulates.

Documo's expertise is different and genuinely real: they've built an excellent SaaS application, and Forbes named them best in the category for user-friendliness. Founded in 2017, they came to fax as a product problem to be solved well.

Building great software and operating a high volume fax transport network are different disciplines. The second has a long tail of failure modes you mostly learn by encountering them: the carrier that degrades silently, the destination that only completes over TDM, the overnight batch that collides with a maintenance window. We've spent decades encountering them. That isn't a knock on Documo — it's the nature of a category where the knowledge of how things fail is earned slowly.

Compliance

Documo achieved HITRUST e1 certification in September 2026 for its platform residing on Google Cloud Platform. That's a genuine milestone and we'd congratulate them on it — e1 requires independent third-party validation rather than self-attestation, and it signals a company taking healthcare security seriously.

HITRUST runs a tiered program, and the tiers are designed for different risk profiles. HITRUST describes e1 as foundational assurance built around 43 to 44 essential controls, suited to lower-risk programs and growing organizations, and positions it as a starting point on the path toward i1 and r2. r2 is the comprehensive tier — risk-based, scoped to the organization, covering a substantially larger control set for complex environments and higher-risk systems.

Both are real credentials, earned through independent assessment. The question for a buyer is which tier matches the risk they're placing with the vendor. For a smaller healthcare organization, e1 may be the appropriate level. For a health system or payer evaluating infrastructure that will carry significant volumes of PHI, r2 is the deeper standard, and often the one named in vendor security requirements.

Certifications also carry a defined scope. Ask what systems are covered, confirm the tier, and request the report rather than relying on a logo.

Cost

Enterprise fax pricing is negotiated and neither company publishes rates at volume, so the only honest comparison at that level is a quote.

Published pricing still tells you how each company prices. The number that matters at scale is the per-page overage rate, because past your included pages that rate is the invoice. WestFax publishes 2.5¢ at volume; Documo publishes 7¢ on its top self-service tier, and 15¢ at entry against our 3¢. Those are rack rates on both sides and enterprise pricing is negotiated — but a roughly 2.8× gap in the published per-page rate is a structural difference, not a discount away.

WestFax is privately held and has taken no outside investment. We price against what the network costs to run and what keeps customers with us for years, which is the same reason our roadmap comes from customer requests.

Setting the record straight

Documo's market guide, last modified August 13, 2026, makes three claims about WestFax that are inaccurate.

Claim 1: That competitors including WestFax "sell fax transmission alone." WestFax ships Comprehend for intelligent document processing, the Cloud Fax Toolkit, Orchestrate, a REST API with webhooks, Epic integration, MFP integration, and SSO with directory provisioning — and a good deal more than a comparison page is the place to list.

Claim 2: That WestFax EHR integrations require custom development. We connect to Epic through Epic Print Services and are a listed vendor in the Epic Showroom. CFT parses Epic FCL and NextGen FMI jobs natively.

Claim 3: That WestFax lacks "agentic IDP." There's no standardized definition of the term. By commonly published definitions, both WestFax products include agentic capabilities. Comprehend provides inference-based extraction with no per-sender template, autonomous classification and content-based routing, and confidence-gated human review. Orchestrate extends those into enterprise workflows with Epic FHIR patient resolution and persistent retry and recovery. Comprehend launched publicly in February 2026, six months before Documo's guide was last updated, and we were building custom intelligent document processing for large healthcare customers long before that.

What Documo does well

The portal is well designed. Forbes named Documo best in the category for user-friendliness, and that reflects real product work — clean interface, quick onboarding, pleasant software. Their IDP is thoughtfully built and genuinely comparable to Comprehend on classification and extraction. Their prebuilt connectors work well for the systems they cover. A signed BAA is included on every plan at no extra cost. The September 2026 HITRUST e1 certification reflects a company investing in security rather than coasting.

Usability was historically an area where Documo had a clear advantage over us, and we'd rather acknowledge that than argue with it. It's also the part of the comparison that has changed most. We recently redesigned the Cloud Fax Console — an upgrade that was overdue. Comprehend and Orchestrate are newer still — two new products, each with its own brand-new interface built from the ground up for the people who work in it all day.

Our conclusion

Documo is a capable cloud fax provider with a sleek product and real momentum, and for a small practice already running one of the EHRs they connect to, it's a reasonable choice.

For a large health system, a payer, or a RightFax migration, we think these differences should materially affect the evaluation. A single carrier failure cost customers core fax across three business days in 2023, and a single cloud provider's issue affected outbound faxing again in 2026. The publicly documented contractual commitment for the components that send and receive faxes is 99.8%, against 99.999% on a WestFax Enterprise SLA. HITRUST e1 is the entry tier; r2 is the one health systems name in security requirements. And there's no documented on-premise execution layer for organizations with existing fax infrastructure to migrate.

Every vendor has a bad day. What matters is how widely it spreads and how long it runs — fair questions to put to any vendor, including us.
